Minutes of September 11, 2009 Federation meeting

The meeting was called to order at 8:04 p.m. by President Tony Going.  All Board Members were in attendance.

The following chapters were not in attendance: Bass Assassin 6; Bass Kickers; Bucketmouth; Cullin Bass 6; Essex County; First Generation; Greenback; Hawg Heaven; Jackson; KOBA; New Jersey Bass Hunters; and Sunrise.
            
The Minutes from the August 14, 2009 Federation meeting were read by Recording Secretary Nick Angiulo.  The minutes were accepted via motion/second.

The Treasury Report was read by Treasurer Jim Bartolotto.  The Treasury Report was accepted via motion/second. 

The Tournament Report was given by Tournament Director Al Purdy.  Al indicated that the Greenwood Lake event was successful and announced the winners.  He stated that the Federation record tournament lunker was broken at that event with a 7.94 pound largemouth caught by Rick Boyko.  He also read the overall standings going into the final event.  Al indicated that the last event on October 4 at the Flats will also be helpful for the 2010 State Team, since the 2010 TBF Mid-Atlantic Divisional will be held there.  Regarding tournaments in general, he discussed some on the water issues.  He emphasized that Co-Anglers can have full control of the boat for half the day, and cannot otherwise be intentionally restricted from fishing.  He told the membership to make sure that any issues that occur in a tournament be reported to him no later than 10 minutes after the scales close at the event.  Another issue is regarding electronic communications devices.  These devices, phones, pagers, etc., are prohibited during an event unless there is an emergency.   He indicated that Co-Anglers who use hand held GPSs should not mark Boater fishing spots; and vice versa.  It is a basic sportsmanship and fishing ethics issue.  This issue is currently not part of the tournament rules.

Member Doug Peabody made a motion that no angler be allowed to use any electronic communication device, including a GPS, to mark the spots of the other angler on the boat.  The motion was seconded.  The motion will be voted on at the next meeting.

The vote for the team tournament was taken.  The vote was 18 votes for Lake Champlain and 1 for Lake George.

Mike read the tentative 2010 Tournament schedule.  It is as follows:

May 2 - Susquehanna Flats
May 23 - Candlewood Lake
June 24/25 - Lake Champlain - Ticonderoga
July 25 - Lake Hopatcong
Aug 22 - Greenwood Lake
Sept/Oct - Open - possibly Delaware River; Saratoga Lake or the Flats.

The above dates are all tentative until confirmed, other than Candlewood Lake.

A discussion ensued about whether the 2010 schedule should be a fish five drop one format.  No motion was made from the floor proposing such a format.

Nick read an email from Bergen Bassmasters’ member Nick Albano to Tony regarding the details of the Hudson River Challenge Open Bass event that is being held on the Hudson River on September 27.  Tony stated that while there are scheduling issues with many Federation members, he urged the members that could make it to support the event if possible.  

Tony stated that he is unsure whether the Federation will be able to continue to add extra monies and prizes for the 2010 tournament season, given that sponsors are struggling and participation is stagnant.  As an example, he stated that in 2009 we received several thousand dollars from Ranger and Evinrude, but highly doubts that we will receive much from such sponsors in 2010.  Tony indicated that the money difficulty mainly shows up in the financing of the State Team.  With the lesser participation in both the Team Tournament and the point tournaments, the monies that go to the State Team from those events have dwindled significantly.  Vice President Mike Hart stated that the Board will have to come up with new ways to help finance the State Team. 

Executive Officer/Youth Director Forest Honeywell stated that this year’s Junior State Championship will be held on September 19 at Lake Denmark at Picatinny Arsenal.  All Federation members and their families are welcome to attend and to support the kids.  Forest indicated that a Federation member, Pete Gluszek, will be at the Bass University.  The closest location will be in Philadelphia in December.  Anyone interested should see Forest.  Tony emphasized that the Federation needs a club to sponsor a youth club.

Secretary Stovall indicated that the Reel to Reel deadline is coming up soon.  He will have the paperwork for the ads at the next meeting.  Ads will be due by the end of October.  Bruce emphasized that all clubs can and are encouraged to submit articles, pictures, etc. to be included in the Reel to Reel as soon as possible.  Regarding membership rosters, Bruce stated that he would accept early rosters and reconcile them with the current rosters filed with the TBF.  But he would prefer to have the clubs to go to the TBF website and register their team rosters and pay for the club prior to bringing the paperwork for their clubs to the December meeting, when it is due.  Treasurer Bartolotto stated if the clubs do not pay TBF directly, it must pay its dues directly to him at the December meeting as well as the fees for the Team Tournament.  If the TBF roster fees are not paid by January 1, 2010, the club will be considered in bad standing.  Also, for this year, all outstanding TBF, FLW and Federation membership dues must be paid by December 31, 2009. 

Environmental Director P.J. Bartolotto indicated that the fishing regulations are up for re-adoption in 2011.  He stated that he will be on a Freshwater Fishing Committee in conjunction with the New Jersey Federation of Sportsmen Clubs.  Regarding the Greenwood Lake project, he is meeting soon with an environmental assessment professor to see if an assessment of the Lake property is viable.  The Ramapo College Fishing Team has 10 members, 7 young men and 3 young women.  It is considered a regular member club in the Federation.  The premise behind the team is to teach these students to become better anglers and sportsmen.  He stated that another goal is to have them fish as Observers in the Federation point events.  Webmaster Elliot Liardo indicated he will like to post the club and the members on the Federation website.

Nominations for Officers were solicited.  Mike Hart was nominated for Vice President from the floor.  The motion was seconded.  Bruce Stovall was nominated for Secretary from the floor.  The motion was seconded.  P.J. Bartolotto was nominated for Executive Officer from the floor.  The motion was seconded.  Forest Honeywell was nominated for Executive Officer from the floor.  The motion was seconded.  An election for Executive Officer will be held at next month’s meeting.

A raffle for a $90 Evinrude backpack and a large tackle box was held.  The winner of the back pack was Tony Going.  The winner of the tackle box was Jim Bartolotto.  The Federation collected $107.

A motion was made and seconded to adjourn the meeting at 9:14 p.m.
