Minutes of October 9, 2009 Federation meeting.

The meeting was called to order at 8:06 p.m. by President Tony Going.  Vice President Mike Hart was not in attendance.

The following chapters were not in attendance: Bucketmouth; Clearwater; First Generation; Greenback; Hawg Heaven; Lake Hopatcong; North Jersey Bass Anglers; Northern NJ Bassmasters; and Sunrise.
            
The Minutes from the September 11, 2009 Federation meeting were read by Recording Secretary Nick Angiulo.  The minutes were accepted via motion/second.

The Treasury Report was read by Treasurer Jim Bartolotto.  The Treasury Report was accepted via motion/second. 

The Tournament Report was given by Tournament Director Al Purdy.  Al indicated that the Flats was successful and announced the winners.  He also announced the qualifiers from the point side for the 2010 State Team.  The qualifiers, in order are: Derick Olson, Scott Weiland, Sean Loll, Nick Angiulo, Doug Peabody, and Scott Kirkpatrick, and the first alternate is Bob Gilbert.  They will join the other six qualifiers from the 2009 Team Tournament.  Al stated that the season was outstanding and there were very few issues the entire season.  He thanked the Board and the entire tournament staff for all their help at the tournaments.

Executive Officer/Youth Director Forest Honeywell indicated that Keitech will be hosting an open buddy event on November 8 on the Hudson River.  The entry fee is $160.  For further information, e-mail Mike Czaplinski at basscat@optonline.net

Mark Goldberg gave a report of the Hudson River Challenge Open Bass event in Nick Albano’s absence.  He indicated that the event was first class all the way and 47 teams participated.  The fishing was good and multitudes of cash and other merchandise was awarded.  Mark indicated that the Bergen Bassmasters would like the Federation to take over the event as a yearly fundraiser.  This event raised approximately $7,000 for the USO.   

Tony indicated that the Mid-Atlantic Divisional was a difficult event with very few available keeper sized fish to catch.  The top finishers from New Jersey were Ron Schneider and Chris Oeser.  The Team finished in fourth place overall.  Tony said next year’s event will be on the Chesapeake Bay.

Tony stated that FLW Outdoors has renewed its contract with the TBF.  The new contract will be five years.  The FLW dues will be raised but the TBF dues will remain the same.  Part of the package is a Solar Bat sunglass promotion.  Clubs can sell these glasses at significant discounts and the Federation receives a certain amount from each sale.

A roll call vote on the motion made at the last meeting that no angler be allowed to use any electronic communication device, including a GPS, to mark the spots of the other angler on the boat was taken.  The motion was passed with 24 votes for and 1 vote against.

The vote for Executive Officer was taken by secret ballot.  Each candidate was given five minutes to present their platform.  The result of the vote was: Forest Honeywell - 14 votes; P.J. Bartolotto - 11 votes.  Secretary Stovall cast the vote on behalf of the Board to make the election of the Executive Officer official.

Webmaster Elliot Liardo indicated that he could use more classified ads on the website.  Any member who has anything to sell should contact him.  He also has pages for creating clubs and/or joining the Federation.  He also could use more information for the Youth pages.  Finally, he can create a page to post open buddy tournaments run by Federation clubs.

Secretary Bruce Stovall indicated that the Reel to Reel ad pricing and letter was available, but the ads must be submitted by October 31, 2009.  Any ads not submitted at the current meeting must be submitted directly to Public Relations Director Mike Kozub.  Bruce also encouraged clubs to submit club articles to Mike Kozub for the Reel to Reel.  He also indicated that the Big D Valley Bassmasters will be hosting an open buddy event on October 25 on the Delaware River out of the Gloucester City Ramp.  The entry fee is $60 per boat and can be paid at the ramp.  For more information, contact Nick Angiulo at nickangiulo@verizon.net.

Tony reiterated that sponsor money will be scarce in 2010.  In this regard, new and creative ways to fund the State Team and the other Federation expenses for 2010 will have to be established, hopefully without raising tournament fees.  A discussion on ideas on how to increase funding for 2010 was undertaken.

Ryan Ferraro, a member of the Riggin’ and Jiggin’ Youth Chapter, addressed the membership.  He indicated that he participated in the past month’s Junior State Qualifier and had an incident regarding his fish and his Boat Captain where one of his tagged fish became untagged and fell back into the livewell with his competitor’s untagged fish.  After the event he tried to lodge a protest and was denied.  Secretary Bruce Stovall indicated that Ryan and all involved parties will be allowed to be present their positions at a special Board meeting at which time a final decision will be made.  Much discussion on the issued ensued.

A raffle for a rod was held.  The winner was Dan McGarry.  The raffle raised $73.

A motion was made and seconded to adjourn the meeting at 10:20 p.m.
