                       Minutes of December 10, 2010 Federation meeting.

The meeting was called to order at 8:03 p.m. by President Tony Going.  All Board members were in attendance.       

The following chapters were not in attendance: Back to Back; Bass Assassin 6; Bass Busters; Berkeley; Bucketmouth; Clearwater; Cullin Bass 6; East Coast; First Generation; Jackson; Jersey; Raritan Valley; United; Warren County. 

The Minutes from the October 8, 2010 Federation meeting were read by Recording Secretary Nick Angiulo.  The Minutes were accepted via motion/second. 

The Minutes from the November 12, 2010 Federation meeting were read by Secretary Bruce Stovall.  The Minutes were accepted via motion/second. 

Initially, President Going indicated that the problem that occurred with the previous Treasurer was an issue of being too trusting and a lack of oversight based on that trust.  He indicated that a replacement Treasurer is very much needed and asked the clubs to once again solicit their club members for a volunteer. 

Vice President Mike Hart read the Treasury Report in lieu of a replacement Treasurer.  The Treasury Report was accepted via motion/second. 

The Tournament Report was given by Al Purdy.  Al indicated he is still working on securing a ramp for the Team Tournament at Smith Mountain Lake.  He will let everyone know immediately via the website when he knows the ramp location.  Regarding the 2011 events, he indicated that the Policies and Procedures will be strictly followed; for example, late applications will not be accepted. 

Member Marc Goldberg indicated that he is volunteering for the 2012 Tournament Committee and has some ideas for raising the prize monies for the point events.  He stated he will discuss his suggestions with the other members of the Committee.  Member Doug Peabody indicated he will also volunteer for the Tournament Committee.  Recording Secretary Angiulo and Environmental Director P.J. Bartolotto also volunteered.

President Going indicated that for 2012, the Board will again add $3,000 to the prize monies paid out in the point tournament.

Tony asked whether the deadline for submitting completed team rosters could be extended until December 31.  Al indicated that he had no problem with such an extension. 
 
Webmaster Elliot Liardo indicated that there is a page on the website where he can list individuals/clubs that need members to field a six-man team.  In this regard, those clubs and/or individuals need to contact him and he will post a list of such individuals on the website.

A roll call vote of the clubs in attendance regarding the motion made at the November meeting to remove former Treasurer Jim Bartolotto from the 2011 State Team was taken.  The results were 16 clubs voting to remove; 2 clubs voting not to remove and 3 clubs abstaining.

Tony indicated that for other actions, such as the removal from the Federation of former Treasurer Jim Bartolotto, the Federation Policies and Procedures for penalizing Officers can be used.  The Policy indicates that four representatives from separate clubs can recommend what action should be taken.  Tony appointed the following clubs/individuals to a Committee to determine whether a recommendation should be made to have Jim expelled or whether some other action should be taken:  Scott Riley - Northern NJ Bassmasters: Jack Bashford - KOBA; Joe Sancho - Bass Kickers; Nick Benigno - New Jersey Bassmasters.  Whatever those clubs recommend could then be voted on.  After consultation, the Committee recommended that Jim Bartolotto should be banned from any Federation participation for life.  A motion was made by Mike Bingham and seconded from the floor to adopt the Committee’s recommendation.  After discussion, Mike Bingham presented an amended motion to suspend Jim for three years after which he can reapply to the Federation for reinstatement which was not seconded and therefore, withdrawn by him.  Subsequently, Marc Goldberg made a motion to adopt the Committee’s recommendation which was seconded.  Dennis Foley made a second motion to suspend Jim for three years after which he can apply for reinstatement.  That motion was seconded.  Tony indicated that the members would have to discuss the motions with their clubs and the motions will be voted on at next month’s meeting. 

Secretary Bruce Stovall collected team rosters from the clubs in attendance.

Al nominated Guy Giordano for Person of the Year.  Tony indicated that Guy will be the Person of the Year.

Marc Goldberg recommended that the bylaws be amended/clarified as to what is considered “bad standing” for a member.

A discussion/argument ensued regarding where the replacement member of the 2011 State Team Member will come from based on Jim Bartolotto’s removal from the Team.

The winner of the raffle for the $250 certificate for the Bass University in January 2011 was Ed Rigsby.  The Federation collected $155 at tonight’s meeting in the raffle to be added to the $55 collected at the November meeting.

The winner of the raffle for the Quantum PT rod was Al Purdy.  The Federation collected $84.
A motion was made and seconded to adjourn the meeting at 10:12 p.m.
